Emma Hoo, is Director of Value-Based Purchasing at the Purchaser Business Group on Health - PBGH, a non-profit coalition representing public employers and private entities across the United States that purchase health care services for more than 15 million Americans and their families.

Ms. Hoo focuses on value-purchasing, accountability, and quality measurement initiatives at the Purchaser Business Group on Health (PBGH), including assessment of Accountable Care Organizations (ACOs), adoption of common ACO quality and efficiency measures, and expanding use of patient-reported outcomes measures. Current activities include mental health initiatives, digital health tools assessment, and efforts to develop health-related quality of life and pain measures in oncology care.

Ms. Hoo has managed joint purchasing and performance measurement initiatives for health plan, pharmacy benefit, retiree, and disease management services on behalf of PBGH members. She has also evaluated and implemented data analytic solutions on behalf of large purchasers to improve health care performance reporting. Other initiatives include implementation and evaluation of an intensive outpatient care program for high-risk people.

Ms. Hoo participates in the Business Action Collaborative of the Institute of Medicine (IOM) Roundtable on Population Health Improvement and has served on the National Committee for Quality Assurance (NCQA) Disease Management Measurement Advisory Panel, as well as the National Quality Forum Behavioral Health Measures Committee. She has authored papers on ACOs, provider network management and design, consumer-directed health plans, private exchanges, and quality reporting requirements for health insurance exchanges.

Previously, Ms. Hoo served as Director of Operations for a Northern California medical group, with responsibility for contracting, data analysis, and information systems. She received her bachelor of arts in social studies from Harvard University.
